He went on to describe Iranian<br \/>\ngovernment attempts to buy his influence on a recent trip he<br \/>\nmade to Iran. End Summary.<\/p>\n<p>A new twist on &#038;what happens in vegas, stays in vegas8<br \/>\n&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;-<br \/>\n\u00b63. (S) Sheikh xxxxx on January 13 to<br \/>\ndiscuss his recent trip to Iran. He told the xxxxx that he has<br \/>\nbeen courted by Iranian officials in an effort to garner more<br \/>\nsupport and influence among well-placed Iraqis in the middle<br \/>\nEuphrates area. He noted that the &#038;handler8 for the tribal<br \/>\nleaders in this area is xxxxx, who has long<br \/>\nfamily ties locally.<\/p>\n<p>\u00b64. (S) The public reason for xxxxx trip to Tehran<br \/>\nwas for a medical check-up. He privately told xxxxx that his trip was more for pleasure<br \/>\nthan medical treatment and included one or more short-term<br \/>\n&#038;marriages8 (i.e. with state-sanctioned prostitutes) and<br \/>\nother entertainment. xxxxx shared that other (unnamed)<br \/>\ntribal leaders had enjoyed similar privileges while guests of<br \/>\nthe Iranian regime recently.<\/p>\n<p>Dashed expectations<br \/>\n&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;-<br \/>\n\u00b65. (S) The Sheikh suggested that some Iraqi figures are more<br \/>\nsusceptible to Iranian influence because of disillusionment<br \/>\nwith the United States. During the meeting with xxxxx asked repeatedly, &#038;Why have the Americans let us<br \/>\ndown?8 After he and other tribal sheikhs visited the White<br \/>\nHouse and met then-President Bush in 2008, he expected to<br \/>\nbenefit financially from the Americans. Instead, he<br \/>\nsuggested that the Americans did nothing for him, even after<br \/>\nhe reported on Iranian activities in Muthanna (Ref A). &#038;The<br \/>\nUnited States did not secure their friends, the sheikhs,<br \/>\nfinancially, and has left them vulnerable to Iranian<br \/>\ntemptations.8<\/p>\n<p>\u00b66. (S) xxxxx also complained that while tribal leaders<br \/>\nin fairly stable areas used their influence to help minimize<br \/>\ninsurgent activities over the past several years, they have<br \/>\nreceived nothing for their efforts. Cooperative sheikhs in<br \/>\ninsurgent hotbeds like Anbar, in contrast, received benefits<br \/>\nfrom the Americans. xxxxx cited Abu Risha as an<br \/>\nexample, noting he received money, projects, and other<br \/>\nperquisites for his cooperation. He finished by noting that<br \/>\nseveral of the White House-invited tribal leaders have been<br \/>\nquietly grumbling. He states that he has had conversations<br \/>\non this perceived inequity with parliamentarian xxxxx from Diwaniyah.<\/p>\n<p>\u00b67. (S) Additionally, xxxxx was frustrated with<br \/>\nthe current regime in Baghdad. He stated that the United<br \/>\nStates&#8217; support of the Maliki government has only increased<br \/>\nIran&#8217;s influence in Iraq, enabling operatives to influence<br \/>\npolitical decisions and diminish national sovereignty. The<br \/>\nIraqi government has not made progress in fighting poverty,<br \/>\nit has failed to provide essential services, and it is full<br \/>\nof corruption. He asked if the United States is supporting<br \/>\nIran. &#038;Why? Because you have American troops on the<br \/>\nground, but you are advancing Iranian interests without<br \/>\ncosting them anything.8<\/p>\n<p>Comment<br \/>\n&#8212;&#8212;-<br \/>\n\u00b68. (S) PRT COMMENT: Southern Iraqi sheikhs are well known<br \/>\nQ8. (S) PRT COMMENT: Southern Iraqi sheikhs are well known<br \/>\nfor shifting their loyalties based on financial<br \/>\nconsiderations. PM Maliki&#8217;s Isnad\/Tribal Support Councils<br \/>\nare particularly noteworthy in this regard. Susceptible<br \/>\nsheikhs will trade their influence for financial support<br \/>\nespecially if the sheikh is not independently wealthy.<br \/>\n(Note: xxxxx and<br \/>\ndoes not independently enjoy a large bankroll. End note.)<br \/>\nIn turn, the sheikh can mobilize supporters, when needed<br \/>\n(e.g. Ref B). The influence, however, is rented and not<br \/>\nbought. If the financial contributions suddenly stop, much<br \/>\nof the support may also cease. xxxxx considers this true<br \/>\nfor Iranian influence in the region as well. If Iran<br \/>\ncontinues to pay for support among influential sheikhs, the<\/p>\n<p>Islamic Republic will likely increase its influence.
